Jun Takahashi began Undercover with a friend in 1990 while studying at Tokyo's Bunka Fashion College, graduating from its Apparel Design department the following year. In 1994, he staged Undercover's first runway presentation in Tokyo for the Autumn/Winter 1994–95 collection.

Undercover developed alongside Tokyo's emerging Ura-Harajuku culture. Takahashi and Nigo were closely connected through NOWHERE, the influential Harajuku retail project launched during the early 1990s. Undercover subsequently moved beyond Japanese street culture into international high fashion, making its Paris womenswear debut with the Spring/Summer 2003 collection.
